Seminars

A series of one-hour seminars running in the morning and afternoon of the event will allow delegates to understand complex areas of specific interest. The sessions will then open up into an interactive discussion on the key issues raised, giving you the chance to contribute to the debate as well as be updated on hot topics of the day. Some of the seminar areas that will be covered are as follows:

    Innovation Through Outsourcing – Getting More for Less

    This seminar will look at how working in partnership with clients can drive real innovation.

    There is a real challenge in the NHS and across the public sector to reduce costs whilst delivering even more value for money. In this session we demonstrate how effective engagement with clients and other key stakeholders, sharing best practice and providing a forum for innovation can lead to real changes and improvements that benefit NHS clients. We will share real examples of how this has been achieved, the results delivered and the wider positive impact. We will also look at how innovation drives service excellence – not only getting more for less but also delivering value added services.

    AM Session - New challenges for outsourcing: Operational and workforce reforms

    Outsourcing has delivered many service and cost benefits over the last twenty years. But, can it meet the greater challenges of the public expenditure reductions now being planned? The level of operational efficiencies that now need to be achieved will require a fundamental shift in how public services are administered and delivered.

    In this session we will explore how a dual strategy of operational and workforce reforms can drive down costs while sustaining service delivery and managing operational and fiscal risk. It will address:

    How to drive standardisation of operational processes and engage complex stakeholders in shared service environments.

    Key aspects of workforce reform that will be required and what this implies for employer structures and governance.

    Systemic barriers to fundamental change that the Government will need to address.

    New Court Ruling : How it helps cut the costs of outsourcing and technology projects

    Delegates will learn how recent court rulings help make major technology and outsourcing projects successful and reduce their end to end costs whilst avoiding risky implications. It will focus on how to realise fast cost savings and significant operating improvements simply by changing how to work with and manage service providers. This session will help identify:

    • How to cut significant costs from outsourcing and
      technology agreements
    • How to ensure a constructive partner-relationship with your
      service provider
    • How you change the contracting process for advice from your
      service provider and the solutions they provide you with
    • How to identify whether a change variation should be
      chargeable or not
    • Why PRINCE2 and other project management frameworks can
      significantly increase your project costs if used in ‘vanilla’ form
    • How to change project acceptance criteria to ensure success.

    AM Session: Using Strategic Partnerships to Maximum Advantage

    This session will explore how to use strategic partnerships to deliver a wide range of services and achieve savings through transformation. It will provide an opportunity to learn from the experience of other authorities.

    This session will be provided jointly by Eversheds and Impower who have been working together on a number of projects in recent months. All the speakers have been involved in a number of strategic partnerships for local authorities, health and the police, the creation of new business models in the public sector as well as advising on solutions where arrangements have hit difficulty. The speakers also have substantial experience of working in the public sector and therefore have a good understanding of the public service drivers.

    PM Session: How to Create and Manage Flexible Contracts
    This session will help you understand how to get the most out of your existing contracts and make them fit for purpose for the future. The session will deal with lessons to be learned from existing large contracts, such as LIFT and we will discuss future contracts. There will be an opportunity to explore how to make the most of contract change mechanisms, what the commercial and procurement risks might be of trying to influence change, how to make flexible use of future procurement to ensure that efficiencies and savings are made and that arrangements can be adapted and developed quickly to meet service needs without change costing a fortune. How can you avoid contractual failure and relationships breaking down?

    Driving value through the provision of financial education for maximum efficiency
    The private sector is increasingly providing financial education to their employees who are facing issues such as debt, redundancy and retirement planning. Discover how lessons can be learnt from the private sector which can be applied to the public sector for maximum efficiency.

    Doing more with less

    Of serious concern to many in the public sector is the negative impact cost cutting measures could have on the delivery of front-line services.

    In this session we will explore how it is possible to achieve substantial improvements in customer service levels with existing resources while simultaneously achieving the significant reduction in costs that the coalition government is demanding i.e. doing “more with less”.

    Chaired by Sir Patrick Brown, former Permanent Secretary of the Department of Transport and current Chairman of the Go-Ahead Group, the seminar session will provide some answers to many of the fundamental questions being raised such as:

    - Can it be done and how quickly;
    - How waste in core processes can be identified and customer
    service improved;
    - How can financial performance be improved without the need for CAPEX investment.

    The session will be illustrated with examples of results achieved across diverse industries and sectors. The common thread amongst these is the pressing need to change, the requirement to do so at speed and most importantly to achieve step changes in performance with the complete support of the people that matter most – those affected by the change.

    Our objective is for delegates to leave inspired and energised, confident that best practice from other sectors can help address the urgent challenges being set.
